Cohort IV Study A study
of children entering Oregon's foster care system between 1995 and mid-1997.
Case records were reviewed to recognize the reasons children enter foster
care, the severity of the child maltreatment, caretaker problems, child
problems, barriers to returning children home, and services offered to
families. The sample includes 2,500 children entering longer-term foster
care in Oregon. Cohort IV: Branch Reports Each SOSCF
branch office serves a unique group of families. The branch reports profile
the families served in each branch office and compare that profile to
the state profile. Between 50 and 150 children entering foster care were
sampled from each branch office. Staff Allocation Model The SOSCF
staff allocation model incorporates information from the Cohort studies
and the agency's management information system. The model promotes good
casework practice and improved child welfare outcomes. The child's vulnerability,
the number of children returned home, and the re-abuse rate of children
returned home are incorporated into the model. Serving children at home,
returning more children home, and preventing subsequent maltreatment are
encouraged with this staff allocation model.
